Duterte administration’s BBB infrastructure projects

Manila: Infrastructure projects are one of Duterte’s lasting legacies.

The Duterte administration delivered what it promised five years ago, said DPWH acting Secretary Roger Mercado during the Duterte Legacy Summit on Monday.

President Rodrigo Duterte promised significant infrastructure improvements in his July 24, 2017 State of the Nation Address.

Emil Sadain, BBB’s lead implementer, gave Mercado’s report.

We’ll make the next several years the golden age of infrastructure in the Philippines to improve mobility and connectivity and spur development. The DPWH report says we’ll keep building.

The BBB initiative recognizes that economic activities cannot be properly conducted without adequate infrastructure.

Sadain said the program’s goal is to spend enough in infrastructure to maintain and sustain the country’s expanding GDP.

From 2016 to 2020, all projects employed 6.5 million Filipinos.

Projects

The final part of TPLEX, Plaridel By-Pass Road Phase II, NLEX Harbor Link Segment 10 and C3-10 Section, Skyway Stage 3, and Alabang-Sucat Skyway Extension are among the completed projects.

Completed expressway sections include Central Luzon Link, Cavite Laguna, and Manila Cavite Toll.

The DPWH claimed the country’s highways and expressways were expanded to pave the way for regional development and decongest highly populated areas, including the Davao City-By-Pass Road Project, which features the country’s longest road mountain tunnel.

Luzon Spine Expressway Network Program is a DPWH game-changer. Once completed, travel time from Ilocos to Bicol will be cut in half.

Roads, bridges

Estrella-Pantaleon Bridge, Bonifacio Global City-Ortigas Center Link Road Project, and Binondo-Intramuros Bridge were completed under the Metro Manila Logistics Improvement initiative.

The Inter-Island Linkage/Mega Bridge Program will build short and long span bridges across islands.

DPWH is also speeding up construction of the Panguil Bay Bridge, which would connect Tangub, Misamis Occidental and Tubod, Lanao del Norte, and thorough engineering design of mega bridges.

Under Duterte, 40,080 km of roads were built, maintained, widened, upgraded, and rehabilitated, including 3,101 km of tourism roads, 999 km of roads leading to industries and trade corridors, 573 km of access roads that will improve logistics, transport, and economic activities at seaports, airports, and railway stations, and 2,712 km of farm-to-market roads.

6,854 bridges were built, renovated, rehabilitated, and fortified.

259 projects under the Department of Social Welfare and Development’s Center and Residential Care Facility program; 245 projects to improve military and police capability and readiness. 302 evacuation centers, 157,383 classrooms, 2,315 school workshop buildings 7,369 HFEP projects; 901 We Heal As One Centers with 33,236 beds in response to Covid-19.

Others

Due to climate change and more frequent floods, the government extended flood-prone zones.

13,917 flood control projects were completed in March.

National Broadband Program (NBP) will provide faster, more efficient, and equitable broadband nationwide, even in isolated and underprivileged communities.

Phase 1 of the NBP was completed at 73.5% in March.

The Free Wi-Fi for All program, authorized by President Duterte’s 2017 Free Internet Access in Public Places Act, created 7,977 Wi-Fi hotspots in public spaces countrywide.

Ports

Ports and access roads were updated to improve inter-island shipping and connectivity.

To boost air connectivity, existing airports’ capacity were increased and new airports were built.

579 commercial and social tourism ports and 248 airports were constructed by March.

New rail lines were built and all rail projects were physically and functionally integrated.
