According to Senator Sherwin Gatchalian, effective education and widespread information dissemination are essential for the government to strengthen its efforts to collect taxes.

The Taxpayer’s Bill of Rights and Obligations Act, which he has proposed as Section 4 of Senate Bill No. 1199, will help taxpayers comply with revenue laws, rules, and regulations by raising knowledge of their rights and obligations by participation in discussions or educational initiatives.

In a news release, Gatchalian stated, “We are aware that tax regulations may often become very difficult to understand by ordinary taxpayers, and we must enable them to appreciate these laws more clearly.”

For instance, if taxpayers want to review the books of accounts, revenue officers and representatives must inform them of what to do when presenting a letter of authority (LOA).

An LOA must be given to a taxpayer before any audit or assessment starts.

It outlines the authority granted to a Bureau of Internal Revenue (BIR) officer to carry out assessment tasks to guarantee the correct amount of tax is collected.

“Mahalagang malaman ng mga taxpayer ang kanilang mga karapatan bilang proteksyon laban sa ilang mapang-abusong alagad ng gobyerno,” he added. “It is crucial for taxpayers to know their basic rights that will serve as their protection from abusive government officials.”

According to its disclosure, the BIR topped the Anti-Red Tape Authority’s list of “most complained agencies” in 2020.

According to the Finance department’s Revenue Integrity Protection Service report from April 2022, of the 468 workers who were the subject of an investigation between July 2016 and February 2022, 55% were from the Bureau of Customs, and 38% were from the BIR.

The negligent workers were either fired from their jobs, prosecuted and found guilty, suspended, or fined.
