Gatchalian urges more measures to combat cybercrime.
To step up the government’s efforts to prevent cybercrime, Senator Win Gatchalian is attempting to reinstate the cut in the NBI’s 2023 budget.
He raised worry that the National Expenditure Program (NEP) had reduced the NBI’s 2023 budget from its real 2022 budget of PHP2.3 billion to PHP1.8 billion.
The NBI’s budget for its anti-cybercrime enforcement branch has been reduced to PHP21.2 million, a decrease of over 20% from PHP26.4 million this year.
Gatchalian said that the NBI’s budget cuts might hurt its efforts to combat cybercrime, particularly when unlawful activities, including identity theft, credit card fraud, and spreading spam and phishing messages, are rising.
As the Senate waits for the SIM Registration law to pass, he continued, restoring the agency’s budget cut is imperative.
“Many countries, including the Philippines, are experiencing increased cybercrime. In particular, in its fight against cybercrime, I would like to see the NBI adequately resourced and equipped, added Gatchalian.
In support of the NBI’s anti-cybercrime initiatives, he emphasized, “We will do our best to reinstate the amount slashed in the budget request.”
In addition to restoring the money slashed from the NBI’s budget, Gatchalian claimed that the impending adoption of the SIM registration requirement is also anticipated to make it possible for the NBI to carry out its anti-cybercrime campaign successfully.
He stressed that a significant decline in cybercrime rates would support economic recovery and advance the nation’s digital revolution.

Ibigay natin ang lahat ng nararapat na suporta dito (We need to offer the NBI sufficient help to deter and track the thieves who are becoming more and more sophisticated today.) kung nais nating paigtingin ng ahensiya ang pagpuksa sa cybercrimes. Give the agency all the assistance it needs if we want it to step up its efforts to combat cybercrime, Gatchalian advised.
