House faces obstacles with P1.24-B OPS budget for 2023.

The proposed PHP1.24 billion budget for the Office of the Press Secretary (OPS), including its associated agencies and corporations, for the fiscal year 2023 was the subject of lengthy arguments in the House of Representatives till Monday.

PHP457 million would be allocated to the OPS Proper, while PHP748.3 million would go to its affiliated agencies and organizations.

Rep. Marissa Magsino (Party-list, OFW) expressed her support by stating that the OPS Proper’s budget is insignificant compared to the scope of the duties entrusted to the OPS.

Because of the current widespread disinformation campaigns by ill-motivated groups, especially those who try to undermine the legitimately established authorities, she said the role of the OPS has become increased important and has a tendency to perplex the populace and affect public opinion.

The OPS, according to Magsino, is the presidency’s first line of defense against this onslaught.

She gave her unequivocal backing to the OPS budget’s ratification.

Rep. Gabriel Bordado Jr. of the 3rd District of Camarines Sur questioned the OPS over what steps it would take to protect information’s accuracy and impartiality in light of its intention to work with social media influencers.

He characterized social media as a haven for false information and fake news, with little or no checks and balances to guarantee the accuracy of the material.

Rep. Stella Luz Quimbo of Marikina City’s 2nd District, who sponsors the OPS budget, responded by saying that the OPS would implement the executive branch’s unified message program.

“OPS will have a vetting process before the government agencies publish their respective press announcements,” Quimbo added. “OPS will have a vetting procedure before the government agencies issue their respective press statements.

Vincent Franco Frasco, the deputy speaker, presided over the hybrid meeting.

Under the agencies and corporations, “APO Production Unit, Bureau of Broadcast Services, Intercontinental Broadcasting Corporation, National Printing Office, News and Information Bureau, and People’s Television Network are among the organizations under the OPS’s supervision, control, and budget clustering.
