The SIM (subscriber identity module) Registration Act and the Barangay and Sangguniang Kabataan Elections (BSKE) Postponement Act was signed by the Senate and House of Representatives on Tuesday.

Both laws have been sent to Malacanang for President Ferdinand Marcos Jr.’s signature.

At the Manila Golf Club in Makati City, senators and congressmen gathered to formally sign the two measures that will be the first two laws passed by the 19th Congress.

“The Senate President Juan Miguel Zubiri stated during the signing ceremony, “Nakakabuo na tayo ng maganda at (We have created a good and) effective working relationship with the House, and if our bicameral sessions for these two bills are anything to go by, then I think we can all expect to have a very active and productive 19th Congress.

President Marcos would recognize the urgent necessity to bring the SIM Registration Act into law, according to Zubiri, who is primarily responsible for its creation.

Both Houses had already adopted a prior version of the law during the 18th Congress, but Rodrigo Duterte, the then-president, vetoed it in April.

By forcing users to register their SIM cards with legitimate identification credentials, the SIM Registration Act aims to stop SIM-enabled SMS and online scams.

The Barangay and SK Elections Postponement Act is also very time-sensitive. Therefore, it is only fitting that these two measures will be the first ones filed in the 19th Congress. “Matagal na nating isinusulong itong (We have been pushing for this) SIM Registration Act,” Zubiri said.

The BSKE Postponement Act aims to move the test date from December 5, 2022, to the final Monday in October 2023.

The House will “attempt to mimic the high standards that he has set there so that we can achieve great things together,” House Speaker Martin Romualdez said in praising Zubiri.

By the end of the year, according to Romualdez, they want to have the PHP5.268 trillion national budget for 2023 passed into law.

Representatives Toby Tiangco (Navotas City), Marjorie Ann Teodoro (Marikina City 1st District), Juliet Marie Ferrer (Negros Oriental 4th District), Senate Majority Leader Joel Villanueva, Senate Deputy Majority Leader JV Ejercito, and Senators Imee Marcos and Grace Poe were also present during the signing. The House Majority Leader and Representative from Zamboanga City, Manuel Jose Dalipe, was also.

The bills were given to Secretary Mark Llandro Mendoza of the Presidential Legislative Liaison Office after being signed.
