Solon tries to get the barangays to agree to the Magna Carta.

Isabela 6th District Representative Faustino “Inno” Dy V was very hopeful on Wednesday that the measure to strengthen barangays and improve the pay and benefits of barangay workers would also be passed. He said this because the House of Representatives had already passed the Magna Carta for Barangay Health Workers on final reading.

“When Congress gets back together, I hope we can also pass the Magna Carta for Barangays. It would just be a late Christmas gift to those who are working hard to help their neighbors “In a statement, Dy said.

Isabela solon wrote House Bill No. 1204. Its goal is to make barangay officials regular government employees, which would give them benefits like fixed salaries, insurance, and retirement.

“When there is a problem in our community, the barangay officials are the first ones to help. They don’t have set hours because their jobs depend on what is going on in the community. Even though they do such an important job, they only get paid a small amount. They don’t even have insurance in case they get hurt while doing their jobs “the politician said.

“It’s high time to fix this wrong, and this proposed measure would be a good way to thank barangay officials for their selfless work,” Dy said.

The proposed measure gives barangays even more power by making sure that every barangay has access to basic services and facilities, like clean water, transportation, and schools.

The measure also says that each barangay must build and keep up at least one deep well with a pump for drinking water for every 1,000 people who live there.

At the same time, each town or city would have to work with government agencies to make sure that public utility companies offer public transportation.

Each barangay would also be allowed to have a health center, a barangay hall, at least one elementary school, and a high school every five kilometers from the center of the barangay.

The barangays’ fair share of national taxes would also be sent to them automatically at the end of each year.

Also, all public funds from the National Treasury that are used to maintain barangay roads, bridges, and similar construction projects should be sent straight to the general fund of each barangay.

Every barangay would also be able to get a fair share of the money made from the use, development, and exploitation of natural resources on its land.

The measure also says that barangay residents should be given priority when hiring workers and laborers for any government building or development in their own barangays.

“Since barangays are the most important part of government, we should want to make them better. Nakadikit ang kalidad ng buhay ng mga kababayan natin sa kalidad ng serbisyo ng barangay, kaya’t dapat masigasig tayo sa pagpapabuti ng bawat barangay sa buong bansa (The quality of life of our countrymen hinges on the quality of service in the barangay, that’s why we have to be vigorous in uplifting every barangay in the country), “Dy said.
