A survey reveals growing support for ROTC requirements.
According to a Pulse Asia study conducted from March 15 to 19 and made public by Senator Sherwin Gatchalian’s office on Tuesday, Filipinos who support the Reserve Officers’ Training Corps (ROTC) being required in college believe that students will gain discipline and responsibility.
The majority of those who support ROTC (71%) think it would improve young people’s discipline and responsibility; the majority (60%) think they will be able to protect the country in times of need; and the majority (59%) think leadership abilities will improve.
The National Capital Region (77%) Balance Luzon (72%) Visayas (80%) and Mindanao (92%) of the 1,200 respondents all strongly support the introduction of ROTC in higher education.
The study also revealed widespread support for ROTC among all socioeconomic classes, with 81% of Classes ABCE and 78% of Class D.
“The voice of the people is unambiguous in their support for the reintroduction of ROTC to college,” Gatchalian said in a news release. “Malinaw ang boses ng ating mga kababayan sa pagsuporta sa pagbabalik ng ROTC sa kolehiyo.”
The Senate Bill 2034, also known as the ROTC Act, is co-authored and co-sponsored by him.
Bill 2034 aims to institutionalize the Basic ROTC program as a requirement for all students enrolled in at least a two-year undergraduate degree, diploma, or certificate program in higher education and technical-vocational institutions.

According to Gatchalian, the policy incorporates protections, such as a Grievance Board in every unit that would hear complaints and carry out investigations. This is in response to the 75% of respondents who believe ROTC will lead to an increase in cases of abuse, harassment, and hazing.
The law calls for offering one uniform—complete with combat boots—free of charge.
Despite being in place for the previous 20 years, Senator Ronald dela Rosa claimed that the National Service Training Program (NSTP) has not been successful in advancing the nation.
During a prior hearing, dela Rosa stated, “NSTP has a nice aim but maybe [the difficulty is] in] its implementation. Maganda sana ang intention niyan but siguro sa implementation.” “Furthermore, the State must instill in young people a sense of nationalism and patriotism and promote their participation in civic and public affairs. Defense of the nation is a component of nation building, according to the saying.”
The restoration of ROTC, according to President Ferdinand R. Marcos Jr., will improve the nation’s capacity to handle calamities.
