DAVAO CITY, Philippines – After completing the national competence exam offered by the Technical Education and Skills Development Authority (TESDA) for their various courses on Tuesday, a total of 24 inmates or Persons Deprived of Liberty (PDLs) in Davao de Oro are now certified National Certificate Level 2 (NC-2) holders.

The Davao de Oro provincial administration said the PDL scholars underwent a free course in Animal Production (poultry chicken) NC-2 at the Bureau of Jail Management and Penology (BJMP) in Montevista, Davao de Oro, as part of the Special Training for Employment Program (STEP).

After the scholars completed the 32-day skills course meant to equip them with livelihood skills, Jasmin Neri, Davao de Oro TESDA provincial director, praised their efforts.

“The fundamental goal of the training was to make the offenders more competitive, rebuild their self-confidence, and become useful citizens in their communities once they left the four walls of the detention facility,” she explained.

Neri went on to say that the intervention program demonstrated that being incarcerated is not the end of the world, but rather the start of a better future for those who continue to believe in themselves.

During the graduation ceremonies, Chief Supt. Isabelo Cartin Jr., prison bureau regional director, oversaw the awarding of certificates with Supt. Len John Bernal, Montevista district jail warden, and Nobernia Magpatoc, head of the Davao National Agricultural School – Montevista.
