On Thursday, the Chinese Ambassador to the Philippines Huang Xilian made a courtesy call to Philippine Coast Guard Commandant Admiral Artemio Abu to discuss potential collaboration between the PCG and its Chinese counterpart.

The purpose of Abu’s visit, according to Abu, was to “examine friendly exchanges and cooperation” between the PCG and the China Coast Guard (CCG).

“We look forward to exchanging thoughts on possible capacity-building initiatives between the CCG and the PCG to develop rapport and confidence between the Philippine Coast Guard and the China Coast Guard in order to promote peace and stability in the region,” Abu said on Facebook on Thursday.

Huang said he expects “fruitful conversations” and progress on possible collaboration between the two countries during the conference.

“I truly hope that the PCG and CCG would continue to expand their cooperation in order to achieve regional peace and stability,” he said.

The visit came after the Department of Foreign Affairs (DFA) lodged a diplomatic protest against China’s annual fishing restriction in the South China Sea, which included areas within the Philippines’ exclusive economic zone.

The restriction “far exceeds China’s legitimate maritime entitlements under the 1982 United Nations Convention on the Law of the Sea (UNCLOS),” according to the DFA.

In April, the DFA summoned a top Chinese Embassy official to protest the CCG’s alleged harassment of the Taiwanese vessel RV Legend, a research ship with Filipino scientists on board, in the West Philippine Sea.
