PNP mandates regular police firearms safety training

The Philippine National Police (PNP) has instructed police chiefs around the nation to regularly undertake gun safety drills for staff and to constantly remind them to use caution when handling their own firearms.

After a police officer accidentally shot a fellow officer with his service weapon in San Pablo City, Laguna last November 24, PNP chief Gen. Rodolfo Azurin Jr. issued the order.

Cpl. Frank Alden de la Cruz was the victim, while Cpl. George Mervin Duran was the suspect; both were assigned to the Special Weapons and Tactics (SWAT) unit of the San Pablo City police station.

When the event occurred, Duran, Dela Cruz, and the other police officers were cleaning their rifles in San Pablo City’s Barangay 1-B hall in preparation for an inspection.

A coworker approached Duran and informed him that their weapons might have been exchanged.

Duran checked his 9mm pistol immediately and made an effort to empty the chamber.

Dela Cruz was wounded in the right chest, but Duran’s revolver unintentionally discharged and hit him. He was pronounced dead when he arrived at the Community General Hospital of San Pablo City.

Col. Redrico Maranan, head of the PNP Public Information Office, said that in order to avoid tragedies like this, every police officer needs to be knowledgeable about firearm safety precautions.

“Gen. Rodolfo Azurin Jr., our chief PNP, instantly issued a directive—actually a reiteration—to our ground commanders after learning of the information in his office. That should be a top priority; it should be carried out frequently to check for any issues, he said.

Maranan added that maintaining police officers’ firearms competence skills requires familiarization.

If one does not occasionally exercise a skill, one may forget it. It’s risky to disregard fundamental firearm safety precautions. Similar to what occurred in San Pablo, it can result in fatalities, according to Maranan.

Duran will be held accountable for the incident through legal and administrative means, according to Lt. Gen. Rhodel Sermonia, PNP officer in charge and deputy chief for administration, who stated this during a press conference in Camp Crame. The PNP has already provided support to the victim’s family.

In order to avoid another situation like this one in the future, Sermonia stated that the PNP is undertaking a fact-finding investigation into the incident.

“We regularly conduct training in which we encourage our people to exercise caution and extreme caution when handling their own weaponry. Particularly in light of the incident that took place in that manner, we must keep telling them,” he continued.
