House panel bats for high school’s creative arts program

A bill to create the Philippine High School for the Creative Arts (PHSCA) System in the House of Representatives failed at the committee level in an effort to develop the artistic abilities and capabilities of young Filipinos.

The House Committee on Basic Education and Culture presided over by Pasig City Representative Roman Romulo, approved the substitute bill to House Bill 931, in consolidation with HBs 1097, 3144, and 5075, which aims to establish a PHSCA System of specialized secondary schools that would provide full scholarships and a special curriculum to deserving students with significant potential in a variety of artistic fields, such as performing arts, creative writing, and visual arts.

The bill, according to Romulo, wants to continue to produce outstanding artists and leaders in the preservation and promotion of culture and the arts in the Philippines.

According to Romulo, “it must be directed towards early recognition and development of highly talented children particularly gifted in such field and safeguarding of their bankable skills and talents.”

According to Romulo, the Department of Education (DepEd) would design the portion of the curriculum that dealt with functional literacy under the proposed change.

The National Commission for Culture and the Arts (NCCA), in collaboration with other Philippine cultural organizations, will develop a portion of the curriculum that relates to the creative arts and design.

He stated that they would want to make sure non-LET candidates, such as national artists, artists, and specialists in particular sectors of the creative arts, would be permitted to teach in DepEd schools under the creative arts section of the creative arts system curriculum.

In addition to allowing them to impart their knowledge, Roman suggested that this would also serve as motivation for the kids.

He made it clear that the measure would enhance the curriculum of the special program of the arts and design in the current DepEd schools rather than establish or establish a new school.

The panel also discussed Deputy Speaker Ralph Recto’s HB 3554 and Reps. Yedda Marie Romualdez and Jude Acidre’s HB 1580 alternative bills.

The career development scheme for public school teachers would be institutionalized by the measure.
