On final reading, the House approves the virology and vaccine institution bill.

President Ferdinand R. Marcos Jr.’s priority legislation to establish a virology and vaccine research institution was decisively approved by the House of Representatives on Monday during its third and final reading.

The House Bill (HB) 6452, which aims to create a Virology and Vaccine Institute of the Philippines (VIP) with a primary focus on the important science and technology applications in the creation of vaccines for viruses and other pathogens, received the support of 216 lawmakers during the plenary session.

The priority legislation’s author, Speaker Martin Romualdez, applauded the decision to pass it since it will aid the nation in battling a “pandemic of global proportions.”

“The past epidemic taught us that we must act quickly and rely on our own resources if a health catastrophe has a scope that spans international borders. We must successfully respond to it. We can halt a lethal virus in its tracks with the aid of a virology and vaccine institute, Romualdez remarked.

Romualdez also thanked the House members for moving the discussions along quickly and emphasizing the significance of a virology institute.

The proposed institute will conduct in-depth research on viruses and their potential pathogens that affect people, plants, and animals to provide the scientific underpinnings for the treatment of viral diseases and the creation of regulations that will stop the spread of these illnesses.

The VIP will act as the leading virology research and development organization, including all viruses and viral illnesses in plants, animals, and people.

It will also serve as a meeting place for researchers from the Philippines and abroad to collaborate on studies of viruses with relevance to industry, agriculture, medicine, and the environment.
Additionally, the bill requires the VIP to put policies, plans, programs, and initiatives into action for advancing virology research and technology in the nation and promoting scientific and technological activities for the public and commercial sectors.

The National Virology Research Agenda will be developed under the direction of the VIP.

In collaboration with the business sector and relevant organizations, it will also carry out scientific and technological research and development in the domain of virology as well as product research and development in the fields of diagnostics, treatments, and vaccines.

For usage by the public and private sectors, an information system on virology science and technology must be created and maintained.
