More trees must now be planted by contractors working on flood control projects paid for by the Department of Public Works and Highways (DPWH).

Secretary Manuel Bonoan’s Department Order (DO) No. 238 of 2022, which was signed and made public on Tuesday, instructed implementing offices worldwide to plant 1,000 seedlings or trees for each flood control project with a contract value of at least PHP5 million.

A further 1,000 seedlings or trees will be added to the contract for every PHP5 million that is added, or a smaller number after that.

In a statement, he added, “This policy is in response to President Ferdinand Romualdez Marcos Jr.’s directive to fight deforestation nationally.

The concerned Departmental offices will include the costs associated with the planting activity while preparing the Program of Works (POW) for each flood control project.

The Department of Environment and Natural Resources (DENR), the Community or Provincial Environment and Natural Resource Office (CENRO/PENRO) involved, and local government units (LGUs) will work together to determine the exact areas of the tree planting initiatives.

Additionally, tree species will be chosen in consultation with the relevant environmental office.

Tree planting initiatives are carried out in open, deteriorated, and deforested forestlands, protected areas, mangroves, ancestral property lands, and civic and military reservations, among other locations, in accordance with current legislation.

The LGUs will get the planted trees for care, conservation, and protection.

The project is related to the DENR’s obligatory Tree Replacement Program.
