
MMDA will still issue traffic citations despite the ban.
The Metropolitan Manila Development Authority (MMDA) issued a warning to drivers on Monday, informing them that despite a ban on license confiscation, traffic enforcers will still issue traffic citation fines to infraction drivers.
Traffic tickets given to drivers must be settled with the office of the apprehending officer, such as the local government unit (LGU), the MMDA, or the Land Transportation Office, according to MMDA spokesperson Melissa Carunungan in a Laging Handa briefing (LTO).
There is a moratorium on taking away licenses, but LGUs must identify all those who have been detained and provide them to the LTO so that they may be registered. This is stated in Carunungan’s statement: “It is a requirement that they are given to the LTO in order to be recorded.”
This follows the Metro Manila Council’s (MMC) agreement with the LTO on Saturday to halt the confiscation of driver’s licenses until the National Capital Region’s (NCR) single ticketing system is implemented. The MMC is made up of the 17 mayors of the NCR, who are led by the MMDA.
She noted that after the system is implemented, drivers who receive citation tickets can use the LTO to pay their fines online.
The revenue from this will go to the appropriate issuing agency, she added, adding, “Revenue naman nito ay pupunta pa rin sa related issuing agency.”
She mentioned that in addition to paying fines, reckless drivers may receive demerit points from the LTO based on their traffic infractions.
“All of a driver’s demerit points will be visible in the LTO system and will have an impact on the term of validity of their license upon renewal,” she said.
She also mentioned that under the new system, a driver’s license will be revoked after accumulating 10 demerit points.
“Halimbawa po, iyan ay magdudulot po ng isang demerit point kapag nahuli po kayo dahil sa disobeying traffic sign. When you violate driving laws without a license, you will receive five penalty points. (For instance, disobeying a traffic sign will result in one demerit point being deducted from your driving record. You will receive five demerit points for driving without a license, she stated.
She stated that the goal is to start implementing the single ticketing system by the first quarter of 2023.
