Over the New Year’s Day mess, heads must roll: Zubiri

On Wednesday, Senate President Juan Miguel Zubiri said that heads must roll, saying that what happened at the Ninoy Aquino International Airport (NAIA) on New Year’s Eve is unforgivable and a national embarrassment. He also pushed for more Public-Private-Partnership (PPP) to make transportation more efficient.

Zubiri told Kapihan sa Manila Bay that he wanted to hear the facts and their explanations at the start of the Senate Committee on Public Services hearing on the NAIA incident on Thursday, January 12.

“I can’t say for sure what’s going to happen right now. But yes, people should lose their jobs. May kapalpakan na ganito kalaki tapos ganoon uli, parang wala lang, deadma lang (There is a remiss this big, then just like that, seems nothing happened), “he said.

Due to the event, more than 360 flights into and out of Manila were canceled, changed, or delayed.

Zubiri said that the investigation might start at a lower level. He said this because there were reports that some staff used 280 watts instead of 350 watts when the power went out.

“Kung totoo ‘yon, ang bobo naman nun. Hindi niya nakita na ganito pala ‘yung sistemang ito at sinasaksak mo dito. Kaya titingnan natin ‘yon. We need to find out what really happened (ano ba talagang nangyari). If the report is true, that’s stupid. The person didn’t even bother to look at the system. We’ll look into it “he said.

Zubiri said he wants to find out if the mess was caused by simple incompetence or by sabotage. He also said that, as far as he knows, system failure has only happened three times in the world, and it’s good to know that the Bulacan Airport will go ahead with plans to make air traffic less crowded.

“Because of this, we’re trying to get more PPP. We’re filing changes to the BOT (build, operate, transfer) Law to make it easier, and I’m one of them. In other words, PPP stands for “ease of doing business.” Changes to the PPP law will be talked about at the committee level, he said.

He said that PPP brings in more investors from both abroad and in the country. They are in charge of the infrastructure, including roads, bridges, airports, and seaports. They point to the One Visayas Bridge Program, which is a PPP project that connects Bohol to Cebu, Cebu to Negros, Negros to Iloilo, and Panay Island to Guimaras.
