DENR’s apparatus for creating policies to enhance land governance

Innovating policies have been implemented by the Land Management Bureau (LMB) of the Department of Environment and Natural Resources (DENR) in order to improve the nation’s land administration and management in 2022.

The better delivery of land-related services to Filipinos this year was made possible by new rules and other accomplishments on the LMB’s priority initiatives, according to a statement from Director Emelyne Talabis on Saturday.

According to Talabis, these accomplishments are rooted in LMB’s policy objectives for evidence-based and socially responsible land governance.

We are happy with the accomplishments we made this year, and we’ll keep working to improve our services through digital transformation, employee development, and policy studies for more effective land surveying and titling systems, among other things, she said.

The Land Management Circular (LMC) No. 2022-001, titled “Guidelines on the Use of Global Navigation Satellite System (GNSS) in the Conduct of Control and Land Surveys,” is the most important of these new regulations. It was released by the LMB in February of last year.

It gives geodetic engineers the right steps to follow when using GNSS as a supplemental and alternative tool for land surveys.

The LMB additionally released LMC 2022-002, which defined the requirements for agricultural free patent applicants as well as the procedures for posting notice of free patent application.

This was an amendment to DENR Administrative Order 2021-38, commonly known as the Republic Act 11573 Implementing Rules and Regulations or “An Act Improving the Confirmation Process for Imperfect Land Titles,” or “An Act Improving the Confirmation Process for Imperfect Land Titles.”

To provide “Procedures on the Selection and Establishment of Calibration Baseline for Survey Instrument Testing and Registration,” the LMB also released LMC 2022-004 in March 2022. The transfer of ownership of the calibration baseline and the renewal of registration are also delegated to DENR regional offices by this circular.

The Chief of Surveys and Mapping is designated as the approving authority over all survey plans submitted to the DENR regional offices in DENR Administrative Order 2022-13, dated June 1, 2022, in order to streamline the process of public and private lands survey approval and verification plans.

The LMB was established by the DENR as a policy-making body for the efficient and effective management of the nation’s alienable and disposable public lands.

In addition to the issuances, the LMB had also effectively merged the databases of 16 provincial and community environment and natural resources offices into their respective regional offices using the Land Administration Management System (LAMS).

LMB-LAMS additionally included the integration of the corresponding Regional LAMS databases from DENR-NCR and DENR-Calabarzon.

LAMS, a computerized information system designed for quick and easy land information processing, tracking, and retrieval, consolidates the nation’s land data and records.

Meanwhile, the LMB compiled and assessed 19 towns that had undergone Digital Cadastral Database Cleansing through the appropriate DENR regional offices.

The LMB had also approved and forwarded 69 Deeds of Sale/Deeds of Conveyance of Taguig lots to the Registry of Deeds, handled six legal land issues, and issued land area certification for 31 local government units (LGUs) for Internal Revenue Allotment purposes.

To maintain the seamless execution of its Rapid Land Tenure Appraisal program, the LMB continues to perform field validation in the 16 regions.

The DENR has partnered with LGUs in 219 agreements so far.

The LMB distributed a total of 23,290 residential free patents and 13,462 agricultural free patents across the country from January to November 2022.
