Up till the newly established Department of Migrant Employees (DMW) has completed its transition, the Department of Foreign Affairs (DFA) will continue to provide funding for support to overseas Filipino workers.

DFA Undersecretary for Migrant Workers Affairs Eduardo de Vega stated that the organization would still be in charge of abroad Filipinos in nations where there are no labor attachés during a televised public briefing on Monday.

He said that while the DMW is still building up its financial mechanisms, the Aksyon Fund for OFWs and the Assistance to Nationals (ATN) fund for non-OFWs abroad would fall under the DFA.

“The finance mechanism for the company is already set up, therefore for the time being, we are going to be hiring contract workers. We are releasing a joint agreement with DMW; nagkakaroon kami ng kasunduan ngayon, pinag-uusapan namin. (The DMW is currently establishing its financial structure, so what we are doing is that we will fund contract workers for the time being.) Tinatanong naman namin kung gaano katagal ang transition period bago sila totally mag-takeover ng pondo. We are coming up with a cooperative arrangement with DMW, so we will have a deal on this. Just how long will the transition phase be before they can fully take over the funds is all we’re asking for) “said he.

In accordance with Republic Act 11641, which established the DMW, the agency should be fully operational two years after the law’s passage, or in February 2024.

“Iyong POEA is a member of the DMW, and we are together. Accordingly, pagri-repatriate, employment contract verification, and POEA (which will fall under the DMW) are all required. In other words, from verification to support with traveling overseas and repatriation),” he added.

There are several places where labor attachés are lacking. The DFA is assisting the agency in the gradual transition of functions because the DMW is a new department, according to de Vega, among other ways by training people.
