PS-DBM forms a panel to examine Philippine green procurement guidelines.

A committee has been established by the Procurement Service (PS), the Department of Budget and Management’s purchasing division, to seek and execute “Green Public Procurement (GPP)” in the Philippine government.

Dennis Santiago, executive director of PS-DBM, stated in a news release on Sunday that the creation of an Inter-Agency Technical Specifications Review Committee (IATSCR) will enable the organization to examine and conform to current Common-Use Supplies and Equipment (CSE) Technical Specifications.

CSEs, which are supplies required for the government’s regular operations, are purchased from the PS-DBM on a quarterly basis and include ballpoint pens, paper, staplers, paper clips, and folders.

Along with SDG 12 on responsible consumption and production, the IATSCR will also consider the environmental, social, and economic elements of public acquisition.

One of the reform efforts we spearheaded in PS-DBM to move government procurement to a sustainable track, according to Santiago, was the creation of an Inter-Agency Technical Specifications Review Committee.

Using the GPP, public entities try to acquire products, services, and projects that have a lower overall environmental effect.

Its approach is to seamlessly incorporate environmentally friendly practices into the current procurement procedures.

“GPP gives government agencies the chance to incorporate environmentally friendly criteria and requirements into the products we procure, avoiding the use of toxic substances, giving priority to alternative green materials, reducing energy and water consumption during use, and recycling at the end of the product’s useful life,” Santiago continued.

Amenah Pangandaman, the budget secretary, praised Santiago and pointed out that “green procurement” also meant “responsible procurement.”

Our ultimate aim of ensuring sustainable management and use of natural resources by 2030 will be closer if we incorporate green options into public procurement, according to Pangandaman.

The Department of Environment and Natural Resources, the Department of Trade and Industry, the Department of Science and Technology, the Department of Information and Communications Technology, and the Department of Energy are all members of the IATSRC in addition to PS-DBM.

The PS-DBM, which was established on October 18, 1978, has the responsibility of managing a centralized CSE procurement process for the entire government.
