Developing a new SCS communication line: DFA
The Department of Foreign Affairs (DFA) reported on Thursday that the Philippine and Chinese governments are still trying to operationalize the new communication channel on the South China Sea that was established during President Ferdinand R. Marcos Jr.’s state visit to Beijing.
Speaking at a press conference, Foreign Affairs spokesperson Ma. Teresita Daza said, “The communication mechanism is intended to ensure timely, effective, and peaceful management of urgent ongoing maritime issues and concerns of critical importance as determined by both sides on a case-by-case basis.” Internal processes must be established to make the communication mechanism operational, as with other bilateral agreements, and this is being negotiated with the Chinese counterparts.
Daza was referring to the director-level communication channel that was set up early this month for the South China Sea-related problems between the Department of Foreign Affairs (DFA) and the Ministry of Foreign Affairs of the People’s Republic of China.
According to her, the new mechanism is an addition to the already-existing diplomatic channels that are regularly used by both agencies, including bilateral consultative mechanisms and notes verbales.
All maritime issues, she said, including the latest instance in which the Chinese Coast Guard chased a Filipino fishing boat off Ayungin Shoal, would continue to be brought up through these channels.
The DFA stated that it will take the proper diplomatic action on the Ayungin Shoal based on official reports.
She stated, “While it takes some time, we ask your understanding that there is no intention to genuinely vacillate in terms of what we are meant to do.
“Based on its evaluation of the occurrence, the DFA will take the necessary action. When needed, a protest is made through an interagency procedure of cross-checking “Added she.
Over the huge and resource-rich South China Sea, there are conflicting territorial claims from the Philippines, China, and a number of other countries.
Four of the 199 diplomatic objections and notes verbales that the DFA has sent to China since 2022 were submitted this year.
