Inked MOU to improve local governments’ climate resilience strategies
Local Climate Change Adaptation for Development, Inc. (LCCAD) and the Climate Change Commission (CCC) have decided to expand their collaboration in order to strengthen the ability of local government units (LGUs) to create and revise Local Climate Change Action Plans (LCCAPs).
In a news release on Thursday, the CCC said that LCCAD Executive Director Manuel Rangasa and CCC Vice Chairperson and Executive Director Robert Borje had signed a memorandum of cooperation (MOU) to strengthen LGUs’ capacity to create climate resilience strategies.
The Comprehensive Land Use Plan, the Comprehensive Development Plan, and Contingency Plans are just a few of the local plans that can be improved with the help of the LGUs’ LCCAPs thanks to the MOU, according to the CCC.
The recommendation of relevant disaster databases and modeling technology to assist the LCCAPs and the establishment of enabling mechanisms for LGUs to carry out their climate change adaptation and mitigation programs are some of the partnership’s important results.
The MOU, according to Borje, was required to strengthen LGUs’ capabilities as “front-liners of climate action.”
“Partnerships founded on principles of cooperation, good governance, and shared advocacy in developing the nation’s overall climate resilience can be used to achieve transformative climate action,” stated Borje.
Rangasa, on the other hand, claimed that strengthening the competencies of significant participants, such as organizations, LGUs, and other interested parties, would enable the LCCAD to create and exchange best practices among regions, particularly communities with comparable vulnerabilities.
In addition, CCC Commissioner Albert dela Cruz Sr. pledged that the CCC would work with important stakeholders and conduct capacity-building initiatives to continuously assist the LGUs in creating, planning, and executing of climate change action plans in their respective areas.
Stronger collaboration between and among our stakeholders, including the LCCAD, is necessary to mainstream climate change adaptation and mitigation in local development and investment planning nationwide, according to dela Cruz.
According to CCC data, the number of LCCAP entries increased by 95% from 715 submissions in 2021 to 1,397 submissions as of December 31 of the previous year.
By Fiscal Year 2024, the CCC wants all 1,715 LGUs to be in compliance.
The LGU’s plan for improving local climate resilience, known as the LCCAP, details suitable climate activities based on the LGU’s site-specific risks and vulnerabilities.
The CCC is the primary government policy-making body tasked with coordinating, monitoring, and evaluating government initiatives and ensuring that climate change is mainstreamed in plans for national, local, and sectoral development in order to create a climate-resilient and climate-smart Philippines.
