
A BARMM legislator wants to establish a regular PopCom office.
To achieve and sustain progress through effectively managing the population, a Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) parliament member is advocating for the creation of the Bangsamoro Commission on Population Management and Development (BCPD).
A better implementation of the Philippine population management program in the area is ensured by the Bangsamoro Transition Authority (BTA) Bill No. 110, also known as the BCPD Act of 2023, which was submitted on Monday by parliamentarian Dr. Kadil Sinolinding Jr.
Sinolinding, an ophthalmologist by training, stated that “a well-managed population generates population processes and outputs that are consistent, complementary, and facilitative to the region’s socioeconomic and human growth.”
The BCPD will be in charge of suggesting, organizing, coordinating, carrying out, and overseeing population management and development policies and activities in the area under the proposal. It will function as a subsidiary organization of the Bangsamoro Planning and Development Authority (BPDA),
For effective procedures from the national to the local level, the BCPD will be structured similarly to the Population Commission (PopCom), which is overseen by the National Economic and Development Authority.
Once the legislation is passed, the BCPD office will also establish the Population Management and Development Program (PMDP), taking into account the people’s pre-existing cultural norms and religious beliefs, in order to guarantee better health outcomes and long-term socio-economic and human development in the area.
BARMM registered a population of 4.4 million in the 2020 Census Population and Housing, up 3.26 percent from 2.89 percent in 2015, according to the Philippine Statistics Authority (PSA).
