Marcos publishes an EO updating the scientific career system’s IRR.
The Scientific Career System (SCSimplementing )’s rules and regulations have been updated by an executive order (EO) issued by President Ferdinand R. Marcos Jr.
The SCS is a system of hiring, career advancement, reward, and recognition for scientists working in the public sector. Its goal is to create a pool of highly qualified and effective scientific people.
The IRR must be updated in order to properly address “the growing demands of the country’s scientific and technology human resources in government service,” according to Marcos’ Feb. 20 signing of EO 17.
The SCS will be characterized by “the entrance to and a career progression or advancement based on qualifications, merit, and scientific productivity, career paths to scientists, as well as incentives and rewards to ensure attraction and retention of highly qualified personnel in the science and technology sector,” according to the EO.
It will cover biological sciences, engineering and technology, mathematical and physical sciences, health and agricultural sciences, as well as all scientific disciplines determined by the Scientific Career Council, and it will apply to scientific personnel with master’s and doctoral degrees in sciences who are directly involved in research and development (SCC).
The secretary of the Department of Science and Technology (DOST) will serve as ex-officio co-chairperson, the chairperson of the CSC will serve as ex-officio chairperson, and there will be additional ex-officio members.
The SCC shall create a Technical Working Group and Special Technical Committees (STCs) to act as an advising body and screening committee.
Each technical committee will be comprised of at least five members who have been approved by experts in their respective professions and who will serve on the committee for a period of two years. STCs will be established in various fields of specialization.
According to EO 17, scientists will be appointed under SCS based on rank, from Scientist 1 to Scientist 5, and will be accepted into the system to the extent that they meet the necessary requirements.
Their remuneration will be based on a compensation plan, which will include fringe benefits and acceptable allowances equivalent to those of the Career Executive Service (CES) (CES).
Scientist 1 will receive a salary grade of 26, Scientist 2 a salary grade of 27, Scientist 3 a salary grade of 28, Scientist 4 a salary grade of 29, and Scientist 5 a salary grade of 30 according to the compensation plan.
A continual training program for all working scientists is also mandated by EO 17.
The General Appropriations Act will provide funding for the SCS secretariat, and scientists from federal agencies, state institutions, and colleges will receive compensation through their individual budgets.
Scientists from government-owned or controlled corporations (GOCCs) will be compensated through their respective corporate operating budgets, while for those from local government units, their salaries will be charged against their respective local funds in accordance with RA No. 7160 or the Local Government Code of 1991.
The government’s policy is to “support and encourage the development of science and technology, attract scientific experts into public service, and provide a system for the recognition and reward of technological and scientific productivity in government,” according to EO No. 901, which establishes the IRR of the SCS.
According to the 1987 Constitution, the state must prioritize science and technology education, training, and services, as well as invention, innovation, and their use.
