
The bill calls for free parking in shopping districts for the elderly and people with disabilities.
A bill introduced by Senator Raffy Tulfo will exempt senior citizens and people with disabilities (PWD) from paying parking fees at businesses.
The Free Parking Act, also known as Senate Bill 1920, intends to improve the shopping experience for the two disadvantaged groups by making it more easy and accessible.
According to the bill’s explanatory note, “We must adapt to the current economic and political growth in our cultural and socioeconomic shift to the country, and one of them is the rise of the pay parking business.”
“Parking costs have already become a regular burden we can no longer ignore, and we must adopt steps and build a program to ensure our residents are helped and valued by the government, in recognition of their services and contribution to our community,”
In a commercial institution, which is defined as any retail store, shopping mall, or similar business that offers goods or services for sale, the free parking permit shall be valid for a maximum of three hours.
Parking for the night is not included.
However, businesses with fewer than ten parking spaces, those situated in places where parking is difficult to come by, or those whose parking is not under their control, will not be permitted to offer free parking.
The validated elderly, PWD or accompanying driver must show identity as proof and must have spent at least PHP500, or any other sum that may be specified by the implementing rules and regulations, at the commercial establishment.
For the first offense, any commercial establishment that violates the rules will be punished with not less than PHP10,000 but not more than PHP100,000. For consecutive crimes, not less than PHP50,000 but not more than PHP500,000.
Recurring offenders may also have their business licenses revoked.
The bill states that it “will provide a tiny respite to the paying public from the present wave of fuel, energy, commodity, and other price spikes that the average income rate is unable to effectively support.”
