On March 23 and 24, the Department of Foreign Affairs (DFA) will host the 7th Bilateral Consultations Mechanism (BCM) on the South China Sea and the 23rd Foreign Ministry Consultations (FMC) between the Philippines and China.

The sessions are a part of carrying out the recommendations from President Ferdinand R. Marcos Jr.’s state visit to China from January 3 to January 5.

The two leaders agreed that confidence-building measures like the FMC and BCM would help to increase mutual trust and confidence, according to the joint statement of the state visit, which was included in the DFA release.

They also reaffirmed the significance of these forums for the Philippines and China to promote collaboration, deepen understanding, and defuse concerns.

The two mechanisms will be used to hold conversations on a wide range of topics, including economic, interpersonal, marine, security, and regional challenges.

The BCM addresses marine matters of interest to either side, including events in the West Philippine Sea, as well as areas of potential maritime cooperation and confidence-building, while the FMC examines overall ties and all elements of collaboration.

The Philippine delegation will be led by DFA Undersecretary for Bilateral Relations and ASEAN Affairs Ma. Theresa Lazaro.

The Chinese side will be led by Deputy Foreign Minister Sun Weidong of the Chinese Ministry of Foreign Affairs.

During his stay in Manila, Sun is set to make a respectful visit to Foreign Affairs Secretary Enrique Manalo.

The FMC and BCM seek to emphasize the willingness of the Philippines and China to communicate and advance on practical steps.

Both the FMC and BCM were last held in 2019, respectively.
