
The House Budget Committee approves “disaster food banks” in every province
Rep. Alan 1 B. Ecleo of the Dinagat Island Lone District said on Monday that the House Committee on Appropriations had approved the proposed legislation calling for the establishment of disaster food bank facilities in every province across the nation.
Among the three pieces of legislation merged and approved by the House Appropriations Committee was HB 5245, written by Ecleo.
In every town and city in the Philippines, stockpiles are to be created that will act as a “central repository and supply reserve of food, water, medications, vaccinations, antidotes, and other important medical supplies.”
It will also serve as a storage facility for additional necessities like communications equipment, clothing, tents, first aid kits, and portable power sources.
“The experience of our province with Covid-19 and Typhoon Odette is a wake-up call to the realities experienced by physically remote provinces in times of crises and natural calamities, notably concerning the accessibility and availability of food supplies,” Ecleo stated.
No province would be forced to deal with widespread poverty and insufficient food supplies under Ecleo’s proposed legislation, he claimed, “because of transit delays or stoppage.”
The measure stipulates that the goods and materials must be non-perishable or, in the case of food, must have a shelf life of at least two years. Obtaining food and other commodities from inside the local government units (LGUs), will also aid in developing local agriculture and local economies of towns and cities.
The Bill was passed last December 2022 by the Ecleo-chaired Committee on Disaster Resilience.
No province is immune to the damage and devastation caused by weather-related catastrophes, as we have constantly stated, especially in light of our changing climate, according to Ecleo.
He said, “We need to equip each LGU to be able to supply appropriate food and supplies to affected households and communities, especially the disadvantaged.
