Solon wants to eliminate pointless LTO payments.
According to a proposed Senate measure, other examinations necessary for license or registration renewal will fall under government agencies, thus vehicle owners won’t be obliged to get Compulsory Third Party Liability (CTPL) insurance.
Senator Raffy Tulfo stated in a statement on Friday that a vehicle owner with comprehensive insurance should not shell out at least an extra PHP1,000 for a CTPL.
When a car owner causes harm or death to a third party in an accident, CTPL covers the costs.
Additionally, he made the point that accredited companies, some of them fly-by-nights, should not be conducting the vision and emission testing near Land Transportation Office (LTO) offices.
Tests cost PHP500 each.
Following complaints his office had received, Tulfo went to the LTO office in Diliman, Quezon City, on Thursday.
“The LTO can offer the tests instead so the billions collected can go to the public treasury and not to some ‘hao siao’ (pseudo or fake) outsourced eye exam clinics and compliance testing centers,” he claimed.
With or without corrective lenses, the LTO requires distant binocular visual acuity of at least 20/40 in both eyes.
In the meanwhile, Republic Act 8749, also known as the Clean Air Act, requires the government to keep track of all cars in the Philippines and the gases they emit, as well as vehicle emission standards.
Tulfo also obtained research materials with the assistance of his Senate team to help him draft the measure.
