
Congress promises to pass additional priority bills and LEDAC swiftly.
On Sunday, House Speaker Ferdinand Martin Romualdez committed to hastening the adoption of 11 more bills, increasing the total number of urgent administrative reforms to 42.
The AFP (Armed Forces of the Philippines) Fixed Term bill, which has been forwarded to President Ferdinand R. Marcos Jr., is among the legislation, according to Romualdez; Tax payment simplicity, the Maharlika Investment Fund, local government unit income classification, the amendment to the Universal Health Care Act, which has already been sent to the Senate, the Bureau of Immigration Modernization, the Infrastructure Development Plan/Build Build Build Program, which is currently being prepared for committee report writing, the Philippine Salt Industry Development Act, the Philippine Ecosystem and Natural Capital Accounting System, the National Employment Action Plan, and the amendment to the Ant Farm Act are all on the list.
“As part of his administration’s priority legislation, President Marcos Jr. authorized 11 bills to address important concerns in public health, job development and further encourage economic growth. When Congress reconvenes on Monday, these initiatives will be the focus of our legislative efforts, he added in a statement.
Romualdez joined Marcos on his five-day state visit to the US and Great Britain on Saturday for the coronation of King Charles III and Queen Camilla.
Before the sine dies adjournment of Congress on June 3, Romualdez stated that the leadership hopes to pass the final eight Legislative-Executive Development Council (LEDAC) priority measures from the initial 31 bills.
“It will be done with my best effort. We will focus on the remaining eight pieces of legislation from the initial priority list. He said that if we could accomplish that, we would have approved all of President Marcos’ urgent measures in less than a year.
On the other hand, Senate President Juan Miguel Zubiri stated that measures regarding the projected PHP150 daily wage raise, the Virology Institute, E-Commerce, Salt Industry Development and Revitalization, Maharlika Fund, and Medical Reserve Corps are among their top priorities.
Zubiri stated in a radio interview on Sunday that he anticipates concluding all discussions within the final week of May and ratification before the end of the session.
Zubiri stated that the majority of senators supported the bill regarding the wage increase.
He claimed that while top corporations could afford the increase, micro, small, and medium-sized businesses might choose for a gradual increase.
Top-tier firms “are earning at least PHP500 million pataas bawat taon and have tax incentives,” Zubiri claimed.
Zubiri promised that the Maharlika Fund would be approved by the first week of June and that amendments would be made to protect the investments.
Agenda of the President
The eight-point socioeconomic roadmap and the President’s Agenda for Prosperity, according to Romualdez, are both supported by the proposed legislation.
“They are intended to sustain our economic growth, hasten the country’s digital transformation and speed up the delivery of public services to our people, among other objectives,” he added.
The National Land Use Act, the Budget Modernization Act, the National Defense Act, amendments to the Electric Reliability Act, the National Defense Act, and the creation of the Water Regulatory Commission are the original eight State of the Nation Address (SONA) – LEDAC priority bills that the House hopes to pass in the final days of the first regular session of the 19th Congress.
Added laws
The President originally included a list of 31 proposed laws in his first SONA in July of last year, which the LEDAC later approved.
The SIM (subscriber identity module) Registration Act and the move of the Barangay and Sangguniang Kabataan elections from December 2022 to October 30 are two of the 31 proposals now laws.
20 was likewise adopted by the House on the last reading.
Another proposal, the Agrarian Reform Debts Condonation of Unpaid Loans, Interest, and Penalties of Thousands of Agrarian Reform Beneficiaries, may soon become law.
Before the end of Holy Week in March, the conference committee report and the condonation bill had been approved by Congress.
