
BI cautions travelers about fraudulent pre-departure counseling certifications.
Travelers have been cautioned by the Bureau of Immigration (BI) against purchasing bogus Commission on Filipinos Overseas (CFO) Guidance and Counseling Program (GCP) credentials from con artists.
After two departing Filipino women were recently stopped at the Ninoy Aquino International Airport on separate occasions carrying bogus GCP certificates, immigration commissioner Norman Tansingco issued the warning.
Primary inspectors stopped the travelers as they tried to depart the nation because they had doubts about the validity of the documents they had submitted.
Both failed to provide the certified digital copy of the ostensibly granted certificate by the CFO.
One of the victims, who was scheduled to depart the country on April 30 with her Indian partner, revealed that she bought the bogus certificate for PHP2,000 from a random person who approached her outside the CFO office.
The other victim, a Hong Kong national’s girlfriend who sought to leave on May 3, allegedly used the assistance of a woman she met online and paid PHP5,000 for a bogus CFO certificate.
According to the CFO, an officer posted at the airport; the GCP certificates were fake.
Tansingco outlined the GCP’s significance in preventing human trafficking.
The government mandated pre-departure counseling services to stop mail-order bride scams and human trafficking disguised as marriage. This is also to ensure Filipino migrants know their support systems available abroad in need, the official said in a statement.
The BI CEO continued, “Always confirm the legitimacy of your transactions with authorized CFO agents only.”
The GCP is a mandatory pre-departure course offered by the CFO to provide Filipinos involved in intercultural and binational relationships with adequate knowledge about the cultural and social realities of abroad.
The certificates are supposed to prove that the owners attended the GCP, allowing them to travel overseas.
The Inter-Agency Council Against Trafficking (IACAT) received the two ladies for further inquiry.
