Ilocos Norte signs agreement for Laoag affordable housing project
In order to build affordable housing here, the province of Ilocos Norte and the recently established Department of Human Settlements and Urban Development (DHSUD) have signed a memorandum of understanding (MOU) and agreement.
Governor Matthew Joseph Manotoc stated in a media interview on Thursday that a government lot close to the Provincial Engineering Office in Barangay 5 San Pedro has been committed to President Ferdinand R. Marcos Jr.’s Pambansang Pabahay Para sa Pilipino Housing (4PH) project.
The chosen location will also house the Ilocos Norte transportation hub, which is envisioned as an intermodal terminal with multi-level platforms to reduce traffic in commercial areas and offer seamless interconnectivity of various modes of transportation like public utility jeepneys, buses, taxis, vans, and tricycles.
Additionally, it will serve as a transition point for commuters entering and leaving the province, enhancing the comfort and convenience of land travel.
According to Manotoc, “the arrangement basically entails the local government unit providing a significant amount as counterpart and the private contractor investing in the housing with support from Pag-IBIG Fund.”
The 4PH project was created to create communities, not just houses, where amenities, infrastructure, and employment opportunities are close to the development sites.
The project, which will use private funding, seeks to construct 6 million secure and cheap housing units between 2023 and 2028, or until the conclusion of the President’s tenure.
Target beneficiaries include people who make the federal minimum wage, families who have moved from high-risk or disaster-prone areas, and other members of underprivileged neighborhoods.
On May 9, Ilocos Norte and the DHSUD signed an MOU and an agreement for the housing project.
The DHSUD is the main national government organization in charge of managing, regulating, and coordinating programs related to housing, human settlement, and urban development issues.
