Senator works to increase the number of fish hatcheries.
On Tuesday, Senator Cynthia Villar-chaired Committee on Agriculture, Food, and Agrarian Reform took up legislation to build 22 fish hatchery sites nationwide.
During the hearing, Villar emphasized the value of fish hatcheries, particularly in rural and suburban communities with a concentration of small-scale fishermen.
“It is utilized to raise fingerlings locally that are sent to small fishermen. To reduce the country’s reliance on imported fingerlings of high-value marine species like Bangus, Tilapia, Mangrove Crabs, Pampano, Shrimp, Lapu-lapu, and Danggit, it is also required to propagate several marine species. Aquaculture will be able to use the provided seeds, according to Villar.
She stressed the aquaculture industry’s crucial role in safeguarding the nation’s food security, creating job opportunities, and boosting foreign exchange revenues.
Villar underlined that aquaculture had grown far more than caught fisheries, which is thought to have contributed to the expansion of the fisheries industry by supporting the aquaculture sector.
According to the Philippines Statistics Authority, the aquaculture sector contributed 2.246 million metric tons (MT) or 54.15 percent of the 4.248 million MT total fishery production in 2022.
Out of the 991,140 MT total fishing production, aquaculture contributed an additional 545,640 MT, or 55 percent, during the first quarter of 2023.
Villar stated that in light of this, it is essential for the government to prioritize the aquaculture farming industry.
Leyte, Agusan del Sur, Zamboanga de Norte, Biliran, Negros Occidental, Iloilo, Lanao del Norte, Camarines Sur, Basilan, Cavite, Zamboanga City, Davao del Sur, Cebu, La Union, and Catanduanes are among the places where several bills have been submitted to create multi-species marine hatcheries.
She emphasized the value of submitting the necessary reports and papers to the Senate to the writers and sponsors of these laws.
“Please note that the House Bills that don’t meet the requirements won’t be included in the committee report that this Committee will release. However, according to Villar, this does not prevent you from submitting subsequent documents by the rules.
The following documents must be submitted before a law creating a nearby marine hatchery can be approved: The following are required: (a) a Site Pre-Feasibility Assessment; (b) a thorough Feasibility Study Report; (c) a Report on the Tenurial Status of the proposed hatchery location; and (d) titles and documentation proving that the Land Tenurial status is in order.
According to Villar, she has been able to sponsor 41 laws that establish legislated hatcheries at 57 locations across the country. Villar also pushed for an increase in funding of PHP835 million to be given to the Bureau of Fisheries and Aquatic Resources to help the agency complete all of these legislated hatcheries.
