Plans to further strengthen “trilateral cooperation” were discussed by the senior security advisers of the Philippines, the US, and Japan.

The first meeting between Japanese National Security Advisor (NSA) Akiba Takeo, American NSA Jake Sullivan, and Filipino NSA Eduardo Ao occurred on June 16 in Tokyo.

“Recalling the security environment discussed in the recent Japan-United States, Japan-Philippines, and United States-Philippines summit meetings, the three NSAs reaffirmed the importance of deepening trilateral cooperation among Japan, the United States, and the Philippines, which share fundamental values of freedom, democracy, and respect for human rights, to maintain and strengthen a free and open international order,” the National Security Council (NSC) said.

During the meeting, Akiba and Ao applauded Sullivan’s reiteration of the US’s “ironclad alliance commitments” to Japan and the Philippines.

“Recalling the security environment discussed in the recent Japan-United States, Japan-Philippines, and United States-Philippines summit meetings, the three NSAs reaffirmed the importance of deepening trilateral cooperation among Japan, the United States, and the Philippines, which share fundamental values of freedom, democracy, and respect for human rights, to maintain and strengthen a free and open international order,” the NSC continued.

To ensure peace and stability in the Indo-Pacific region, the three leaders also emphasized the significance of strengthening trilateral cooperation and reaction capacities based on the alliances between the United States, Japan, and the Philippines.

Additionally, they agreed that the Indo-Pacific region needs a free, fair, and equitable economic system characterized by freedom of navigation, especially in light of unilateral attempts to change the status quo by coercion.

The South and East China Seas, as well as North Korea, were among the many security issues in the region that the NSAs considered.

The three also emphasized the significance of stability and peace on both sides of the Taiwan Strait. In support of freedom of navigation and the larger rules-based order, the three NSAs addressed options to conduct collaborative maritime activities, such as multilateral joint navy drills in Indo-Pacific waters.

“The three NSAs resolved to advance trilateral defense cooperation based on recent progress between the United States and the Philippines, such as the four additional locations identified according to their Enhanced Defence Cooperation Agreement” and “between Japan and the Philippines in discussing frameworks that will enhance and facilitate reciprocal visits of defense and military officials,” the NSC statement stressed.

The three NSAs also emphasized the importance of upholding a free and open maritime order, and the Coast Guards of the three nations held their first trilateral cooperation training earlier this month.

“The three NSAs reaffirmed the importance of efforts to promote Maritime Domain Awareness by utilizing Japan’s new ‘Official Security Assistance’ cooperation framework, the Quad’s Indo-Pacific Partnership for Maritime Domain Awareness, and other capacity building measures,” the statement continued.

In addition, the NSAs agreed to strengthen their trilateral collaboration in HADR by combining their military and civilian HADR capabilities.

The NSAs also agreed to work together to advance economic security and resilience.

Additionally, they reaffirmed their resolve to work with other partners to eliminate economic coercion.

“The three NSAs decided to convene additional trilateral exchanges in the upcoming months among the National Security Secretariat of Japan, the National Security Council staff of the United States, and the National Security Council of the Philippines, to further expand cooperation and information-sharing” the NSC added.
