Circular on BARMM energy deals among ‘dividends’ of peace 📜💡

The signing of the Intergovernmental Energy Board (IEB) Circular on the Joint Award of Petroleum Service Contracts (PSCs) and Coal Operating Contracts (COCs) in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) is seen as a significant step toward fast-tracking the region’s growth and development, according to the country’s peace adviser.

Secretary Carlito Galvez Jr. of the Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU) stated that the IEB Circular is one of the “dividends of peace” that will position BARMM as a leading energy supplier and a premier tourism, trade, and investment hub.

The IEB Circular is based on Section 10, Article XIII of Republic Act 11054 or the Organic Law for the Bangsamoro Autonomous Region, which allows for the joint granting of rights, privileges, and concessions for the exploration, development, and utilization of uranium and fossil fuels within the territorial jurisdiction of the Bangsamoro.

This initiative aims to stimulate economic development and attract foreign investments to the region. The framework provides guidelines, procedures, and standards for companies interested in applying for and operating PSCs and COCs, ensuring compliance with regulations and best practices.

Galvez emphasized the vast energy potential of BARMM and the need for close collaboration between the national and Bangsamoro governments to unlock this potential. He highlighted the region’s rapid growth, with a 7.5% growth rate in 2021, making it one of the fastest-growing regions in the country.

President Ferdinand R. Marcos Jr., during the signing ceremony at Malacañan Palace, expressed that the IEB Circular will reduce dependence on external fuel sources and enable BARMM to harness its energy potential, attracting vital investments to the area. He emphasized the Bangsamoro Region’s key role in the country’s economy and underscored the importance of unity and commitment in shaping the nation’s destiny.

BARMM Chief Minister Ahod Ebrahim described the signing of the IEB Circular as a milestone that enhances both energy security and the region’s growing economy. He expressed gratitude to the Department of Energy (DOE), the BARMM’s Ministry of Environment and Natural Resources (MENRE), and the Intergovernmental Relations Body (IGRB) for their joint efforts in realizing this significant achievement. Ebrahim reaffirmed the commitment to building a cohesive, empowered, and progressive Bangsamoro Autonomous Region centered on moral governance.

DOE Secretary Raphael Lotilla regarded the signing of the IEB Circular as a major step toward progress in Mindanao and potentially establishing the region as an energy resource center in the Philippines. He pledged the DOE’s continuous collaboration with MENRE and expressed confidence in the success of energy development in BARMM under President Marcos’ leadership. Lotilla also acknowledged the support of Chief Minister Ebrahim, Executive Secretary Lucas Bersamin, Secretary Amenah Pangandaman of the Department of Budget and Management, and Minister Mohagher Iqbal.

The signing of the IEB Circular is a testament to the commitment of the Philippine government and BARMM to sustain the dividends of the peace process and pave the way for the region’s development. The circular is part of the efforts to establish strong intergovernmental cooperation and coordination, as envisioned in the Bangsamoro Organic Law (BOL). The Institutional Mechanism under the Intergovernmental Relations Body (IGRB) bridges the national and BARMM governments, promoting autonomy and resolving key issues.
