House vows to pass 2024 budget, PBBM’s priority bills this year 💼📜

The House of Representatives is committed to thoroughly discussing and approving the proposed PHP 5.768-trillion National Expenditure Program (NEP) for 2024 before the end of this year.

Speaker Martin Romualdez assured that the House would also expedite the approval of President Ferdinand R. Marcos Jr.’s priority bills in the current year.

“As we commence the 2nd Regular Session this month with President Marcos’ State of the Nation Address, your House of Representatives will work doubly hard,” Romualdez stated in a press release.

Romualdez emphasized that the House will exercise its “power of the purse” responsibility to examine the national budget meticulously. While the proposed 2024 NEP is being deliberated upon, various committees will continue their work, and some may be authorized to prioritize the passage of crucial legislation when the House begins plenary discussions on the budget.

Based on the productivity of the House during the first year of the 19th Congress, Romualdez expressed confidence in the chamber’s ability to achieve its goals for the remainder of 2023.

“If members of the House of Representatives continue to work with the same passion and vigor they demonstrated during the First Regular Session, I do not doubt that we can perform even better this time around,” he added.

During the initial ten months of the 19th Congress, the House processed 9,600 measures, including 8,490 bills, 1,109 resolutions, and one petition. This translates to an average of 30 measures per session day.

Furthermore, lawmakers approved 33 out of the 42 bills listed as priority measures of President Marcos and the Legislative-Executive Development Advisory Council (LEDAC). These bills were part of the 577 bills passed on the final reading, including the PHP 5.268-trillion 2023 national budget.

Romualdez acknowledged that there is always room for improvement in processes and systems. He believes that the House can fulfill its legislative mandate while finding better ways to enhance the quality of their work.
