The Department of Housing and Urban Development approves a ‘temporary license to sell’ in order to provide affordable housing.

The Department of Human Settlements and Urban Development (DHSUD) has authorized an order permitting the issuance of temporary licenses to housing developers in order to ensure that Filipinos can afford to live in affordable homes.

DHSUD Secretary Eduardo del Rosario said at the Laging Handa briefing on Thursday that he recently approved Department Order 2021-008, which allows housing developers to get a temporary license to sell lots and units while waiting for permits and clearances from local and national government agencies.

Del Rosario explained that housing developers face long lines and processes, such as obtaining permits from local government units and national authorities, which can cause housing projects to be delayed for up to two years.

He said that the department’s order will help house developers cut down on their building time. It will also reduce the price of obtaining building permits to actually construct units in a housing complex.

“So with the issuance of the interim permission to sell, ma-offset na natin ngayon iyong one year delay,” del Rosario continued.

Del Rosario added that now that the temporary license to sell has been issued, housing developers can begin pre-selling lots and houses to home purchasers while the construction units are being built.

“Para sa ganoon iyong mga ibinabayad naman ng mga home buyers ay magamit din ng developer sa ganoon iyong mga ibinabayad naman ng mga home buyers ay magamit din ng developer sa ganoon iyong mga ibinabayad naman ng mga home buyers “Iyan ang isang reklamo ng ating mga developers, kasi kapag hindi sila nakapagbibenta kaagad, ang nangyayari, uutang sila sa bangko.”

Del Rosario claims that once developers are allowed to perform pre-selling through the temporary license to sell, they would be able to secure additional financing to ensure that their housing projects are completed quickly and at lower rates.

He noted that the temporary license would prevent them from obtaining bank financing.

“Kapag ganoon ang circumstance, ang presyo rin ng bahay na ibibenta ng ating mga housing developers ay bababa (If that’s the condition),” del Rosario remarked.

The housing development, according to Del Rosario, is a “pump primer” for the economy, as it involves “80 coordinated industries in the construction of a single house.”

Before signing the department directive, the housing czar said he consulted directly with four major developer associations in the Philippines.

“We safeguarded corporate interests while safeguarding the interests of homebuyers,” he added.

The DHSUD is in charge of overseeing the financial regulatory and production components of the housing industry as part of the National Shelter Program.
