Teachers’ poll duty allowance to exempt tax.
On Thursday, a member of the House of Representatives pushed Congress to exempt public school teachers’ election duty allowance from income tax.
Teachers play an essential role during elections, according to Quezon City Rep. Precious Castelo, who says they put in time and effort to defend the sanctity of every ballot and facilitate the conduct of peaceful and clean elections.
“Because of the dangers teachers face during elections, it is only reasonable and just that they be adequately compensated for their efforts.” Similarly, it is right that the recompense they will receive be tax-free,” she remarked.
According to her, under Republic Act 10963, or the Tax Reform for Acceleration and Inclusion (TRAIN) Law, all types of compensation, including allowances, are subject to income tax.
Teachers would have to register their election duty allowance and pay the relevant tax until an exemption law is established, she said.
“For higher-ranking teachers, this could even mean paying more in income tax, as they may be subject to a higher tax rate.” “It’s possible that their allowance will only go to their taxes,” Castelo remarked.
House Bill 10661, introduced by Castelo, proposes to exempt from income tax the compensation that teachers receive/earn for participating in national and local elections.
She mentioned that the Commission on Elections has published Resolution No. 10727, which establishes the allowance rates for teachers who will be serving in the polls on May 9, 2022.
According to the resolution, the head of the electoral board in each voting precinct will be paid PHP7,000, each board member will be paid PHP6,000, the supervising education official will be paid PHP5,000, support workers will be paid PHP3,000, and medical professionals will be paid PHP3,000.
In addition, the board chairman and members, as well as the supervisory official and support personnel, would get a trip stipend of PHP2,000 apiece.
In addition, all poll workers would be eligible for a PHP500 anti-Covid-19 allowance and five days of service credit.
