The government’s peace talks with the Communist Party of the Philippines-New People’s Army-National Democratic Front are still ongoing (CPP-NPA-NDF).

Instead, the focus turned to more effective local peacekeeping.

Undersecretary Wilben Mayor of the Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU) said the push for localized peace engagement (LPE) through a whole-of-nation approach has been effective in ending the long-running armed revolution pushed by communist terrorist groups (CTGs) and their allies.

Mayor said the government will honor all signed peace agreements and contribute to the overall socio-economic development, social healing, reconciliation, and unity of all conflict-affected and conflict-vulnerable communities in the Monday episode of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) streamed live on Facebook.

He highlighted that the new approach is far superior to the previous framework of peace talks, in which high-ranking communist leaders and government officials met outside of the nation to negotiate.

“It’s worth noting that the government did not call off the peace talks. It just changed its strategy to one of localized peacemaking “The mayor stated.

Members of CTG-linked underground mass organizations have surrendered as a result of LPE involving local stakeholders who have observed violent battles directly, according to the Mayor.

“LPE, according to OPAPRU, is the most effective means of discussing peace. Local government units and community members can use this method to directly address the insurgency’s foundations, preventing communities from being exploited by militants “he stated

LPE also increased the link between the national government and local government entities, according to Mayor (LGUs).

The Indigenous Peoples Peace Village in Talaingod, Davao del Norte, for 125 Ata-Manobo families who were displaced by NPA-initiated violence, is one example.

Secretary Carlito Galvez Jr., the President’s Adviser on Peace, Reconciliation, and Unity, previously stated that the LPE is the most effective strategy to deal with insurgency and armed revolution.

He claims it has aided local governments and communities in “directly addressing the causes of insurgency.”

The United States, European Union, United Kingdom, Australia, Canada, New Zealand, and the Philippines have all designated the CPP-NPA as a terrorist group.

The NDF was officially legally labeled as a terrorist group by the Anti-Terrorism Council on June 23, 2021, identifying it as “an integral and independent part” of the CPP-NPA, which was established in April 1973.
