President Rodrigo R. Duterte announced on Thursday that he will spend the holidays trying to guarantee that communities hit by Typhoon Odette receive the help they require.

He promised that the military and police would be sent to keep the calm in typhoon-ravaged provinces, despite allegations of theft prompted by a lack of food and other basic goods.
