Following the certification of the Department of Agrarian Reform (DAR) last year, at least 1,267 hectares of land under collective certificates of land ownership awards (CCLOAs) in this province are ready for individual parcelization and distribution to agrarian reform beneficiaries (ARBs).

Lawyer Jedidiah Martin Lauraya, the chief of the DAR Pangasinan legal assistance division, said the portions of land were found to be practical after the team’s validation under the Support to Parcelization of Lands for Individual Titling (SPLIT) project.

Land titles will be issued to a total of 817 ARBs whose names appear in the CCLOAs.

Lauraya explained, “Last year, the hectares of land with 200 landholdings were certified.”

The DAR is now using the KoBo toolkit, an online platform for data collection and recording for the SPLIT project’s environmental and social management framework.

The toolbox reduces paper consumption and avoids physical interaction between the field validation team and the ARBs.

With the usage of the platform, data collection for the SPLIT project becomes faster.

Lauraya stated that DAR plans to approve 4,569 hectares of land in the province with CCLOAs this year and that they have “verified some 947 hectares” of that total.

DAR has employed members of its validation teams, which are each made up of five people: a head lawyer, a geodetic engineer, a documenter, a processor, and a researcher.

The SPLIT initiative aims to fragment CCLOAs into individual land titles so that each farmer beneficiary can have full ownership, possession, and control over the area’s cultivation.

The World Bank has set out PHP24 billion for the SPLIT project, which will last three years.
