Protocols

Movement of people of all ages (with restrictions on crowded and restricted places and close contact settings) and full capacity in private enterprises and government agencies are permitted, subject to severe health regulations. under the first level of alert

Except when eating and drinking; participating in team and individual sports in venues where ventilation standards can be maintained; and practicing outdoor sports/exercise activities where physical distance can be maintained, the IATF reminded that well-fitted face masks must be worn at all times, whether outdoors or indoors in private or public establishments, including public transportation by land, air, or sea.

In locations where Alert Level 1 is in effect, public transit must operate at maximum capacity. The passenger capacity for intrazonal and interzonal journeys using public land transportation between an area with a higher alert level classification and an area under Alert Level 1 shall be that which has the lower passenger capacity rate between the points of origin and destination.

Passenger capacity will be at 100 percent for aviation, maritime, and rail public transportation operating in and out of Alert Level 1 locations.

Interzonal travel to locations under Alert Level 1 will not require the adoption of the Safe, Swift, and Smart Passage (S-PaSS) travel management system.

For all agencies and establishments under Alert Level 1, the use of health declaration forms or paper-based contact tracing is not necessary for contact tracing.

The use of digital contact tracing, such as the StaySafe.PH app, is, on the other hand, optional.

For persons who are unvaccinated or have a higher exposure risk, such as those over 60 years old, those with comorbidities, and health care workers, precautions must be followed in accordance with national norms. Other groups will be given the option of testing.

Antigen tests should only be used in the case of symptomatic patients and when reverse transcription-polymerase chain reaction is not available.

Based on their risk and benefit assessments, the Hospital Infection Prevention and Control Committees may develop testing measures at health facilities for health personnel and patients.

Establishments are no longer needed to put up isolation facilities within the workplace when it comes to isolation and quarantine.

Medical certification may suffice for claiming sick leave, health benefits, or other relevant processes requiring proofs of Covid-19 management, provided it includes the following minimum information: name of the patient, the severity of symptoms, diagnosis as probable or confirmed Covid-19, and date of end of quarantine and/or isolation period.

Individuals aged 18 and up must show proof of full vaccination before attending mass gatherings or entering indoor establishments such as churches, restaurants, fitness studios and gyms, indoor cinemas, meetings and exhibition venues, wedding receptions, birthday parties, hotels and other lodging establishments, and venues for election-related events.

For people above the age of 18, proof of full vaccination is also necessary before entering establishments classified by the 3Cs approach against Covid-19: confined areas with poor ventilation, crowded places with no physical separation, and close-contact settings with face-to-face interaction.
