MANILA – Following a Supreme Court (SC) en banc session on Tuesday, Deputy Court Administrator Raul Villanueva was promoted to Court Administrator.

When Jose Midas Marquez was named associate justice in November of last year, Villanueva was named Officer-in-Charge.

He has also served as Luzon’s Senior Deputy Court Administrator.

In his 19 years with the judiciary, the University of the Philippines (UP) Alpha Phi Beta Fraternity congratulated its “brother,” saying he acted as an advocate for the concerns and welfare of trial court judges and court workers.

“The Fraternity salutes Court Administrator Raul Villanueva for rising to the challenge of overseeing all of the country’s judges, courts, and personnel,” the group wrote on Facebook.

Villanueva graduated from UP with a bachelor’s degree in economics and now teaches at the UP Law Center and New Era College of Law.

The Court Administrator’s Office was established by Presidential Decree No. 828 in 1975 to “help the Court in the exercise of its administrative oversight jurisdiction over all courts.”

The Chief Justice must appoint the Court Administrator, who has the same rank, privileges, and compensation as the presiding justice of the Court of Appeals (CA), while deputy court administrators have the same rank, rights, and compensation as associate justices of the CA.

The en banc’s approval is sought because the legislation also allows the Court Administrator to be dismissed by a vote of at least eight SC justices.
