Pinoys must elect a leader who can deal with threats: Lacson

Senator Panfilo “Ping” Lacson of the Partido Reporma said Tuesday that Filipinos must elect a leader capable of dealing with dangers posed by Russia’s full-scale invasion of Ukraine.

After remarking that the ongoing violence in Europe might drive China to do the same in Asia, he made this remark.

“I knew that was the correct thing to do, and I also knew that the UN General Assembly would condemn us because of the UN Charter, which we are signatories to.” “Thank you,” Lacson said to reporters in Candelaria, Quezon, on the fringes of his campaign activities.

Lacson was one of several presidential candidates who rejected an earlier proposal for the Philippines to remain neutral on the matter, citing the Constitution’s prohibition on war as a foreign policy and Article I of the UN Charter, which formalized the maintenance of international peace and security.

The Philippines supported a UN General Assembly resolution denouncing Russia’s invasion of the eastern European country on Monday.

Lacson claimed that neutrality aids oppressors, and that if the Philippines finds itself in a scenario similar to Ukraine, “we could feel humiliated to seek international support if we chose to keep our quiet on the subject.”

“Subliminally, alam niyo paano naman tayo kung tayo naman ang in-invade ng China at nanghihingi tayo ng tulong sa buong mundo?” Possibly, hindi tayo nagka-lakas ng loob para mag-join doon sa tinatawag na community of nations sa pagkondena sa isang maliwanag na attack, unjustified aggression, against a weaker country like Ukraine. So, ‘yun po ‘yong aking posisyon (You know, possibly subliminally, I’ve been thinking what if we’re attacked by China and we’re the ones asking assistance from the rest of the world? If we didn’t have the confidence to join what we term a community of nations in condemning a clear, unprovoked aggression against a lesser country like Ukraine, we might feel awkward asking for support. So that’s been my stance),” he continued.

Meanwhile, former Philippine National Police head Gen. Guillermo Eleazar, a senatorial candidate for the Partido Reporma, promised to merge the provinces of Negros Oriental and Negros Occidental into one territory.

Eleazar spoke with local officials and citizens during his campaign sorties on Negros Island, who told him that they had long supported any proposal to merge the two provinces into a new region.

“Napaka-impractical at masasabi nating illogical na mayroon isang malaking isla composed of two provinces pero magkaiba ang rehiyon na kinabibilangan (I share the sentiments of local officials and residents that government services and development would be faster for them if they belonged to one region),” he said.

Local officials told him about numerous development plans and initiatives that would be launched if the two provinces were merged into one region, he added.

Despite the fact that Negros Oriental and Negros Occidental are on the same island, Negros Oriental is part of Region 7 (Central Visayas) and Negros Occidental is part of Region 6. (Western Visayas).

Former President Benigno Simeon Aquino III signed Executive Order (EO) 183 on May 29, 2015, establishing the Negros Island Region (NIR) to streamline and expedite the delivery of government services to the people of Negros Island, as well as to reinforce the two provinces’ development plans.

However, in August 2017, President Rodrigo Duterte signed Executive Order 38, which abolished the NIR.

Duterte said the necessity to ensure that priority government programs and projects are adequately funded as a reason for repealing the NIR.
