
‘Options’ are being investigated in Iloilo City in the midst of AstraZeneca’s vaccine excess
CITY OF ILOILO – Following an excess of AstraZeneca vaccinations due to late delivery, the local government’s legal office is searching for viable options.
“It’s possible that we’ll pursue legal action.” We don’t want to reveal what remedies we’re contemplating, but we’re already looking into all of the other legal options,” Iloilo City Mayor Jerry P. Treas said at a press conference on Monday.
The city legal office is already considering what to do, and if there is a legal foundation, the mayor added, the local government may seek “termination and maybe rescission of the contract.”
On Jan. 10, 2021, the municipal administration inked a multilateral deal for the advance purchase of 600,000 AstraZeneca AZD 1222 vaccination doses.
It was accomplished thanks to the League of Cities of the Philippines (LCP) and the League of Provinces of the Philippines (LPP) working together during the peak of the pandemic, when many people were dying and hospitals were overflowing, according to Treas.
However, while more vaccine brands have arrived, AstraZeneca’s delivery has been delayed.
As of Dec. 28, 2021, 183,000 of the 600,000 AstraZeneca doses bought by the city government had been delivered, while over 400,000 doses had yet to be distributed.
The mayor stated that by the time AstraZeneca vaccinations arrived, almost 70% of the city’s target population had been vaccinated.
According to Dr. Roland Jay Fortuna, Covid-19 focus person, the municipal government has acquired 1,147,728 doses of various vaccine brands, including 40,060 doses of AstraZeneca from the Department of Health (DOH).
“Our consumption rate is 92.11 percent out of this.” Around 90,000 doses have remained to be taken, which will be used in the second dose,” he stated.
AstraZeneca gave 23,700 medicines, Moderna donated 6,400 doses, and Sinovac donated 2,158 doses.
According to Joren Sartorio, head of the General Services Office (GSO) and in charge of the pandemic response’s logistics cluster, there have been no takers of the AstraZeneca vaccinations from Iloilo or even nearby provinces so far.
He went on to say that the municipal government had previously pledged 60,000 doses to the provincial government of Iloilo, of which 30,000 had already been provided.
The remaining 30,000 dosages were turned down by the province.
45,000 pills of the stated brand were also sent to neighboring communities in Guimaras and Iloilo.
“We’re doing everything we can to assist the city’s bordering communities,” Sartorio said.
The city’s vaccination program was also extended to residents living outside of the city.
The LCP is also campaigning for the national government to “buy-back” the surplus vaccines purchased by the city, according to Treas.
According to data from the Regional Vaccine Operations Center (RVOC), as of March 7, 299, 621 people aged 18 to 59 are fully vaccinated, or 144.84 percent, and 114, 541 people, or 42.8 percent, have received their booster dose.
In the 60 and older population, 36,477 (65.93%) of the 55,328 eligible people have been fully vaccinated, with 19,707 (35.62%) having booster doses.
