MOSCOW, Russia – Russia cannot consider the UN International Court of Justice’s (ICJ) decision ordering Moscow to halt the war in Ukraine, Kremlin spokesman Dmitry Peskov said Thursday.

To make such a decision, the court must obtain the parties’ consent, and in this case, “there can be no consent,” Peskov said during a daily briefing in Moscow.

The International Court of Justice announced its decision on Wednesday in response to Ukraine’s application, which demanded that Russia halt the war in Ukraine.

The top United Nations court in The Hague’s ruling was upheld by a vote of 13 to two.

Russia boycotted hearings on the Ukraine case, which sought an emergency halt to hostilities in the country, with Kyiv arguing that Moscow falsely invoked genocide laws to justify the war’s inception.

In June 1945, the UN Charter established the ICJ as the UN’s primary judicial institution. It opened for business in April 1946.

The court is composed of 15 justices who are elected for nine-year terms by the United Nations General Assembly and Security Council.
