As the first EO, Robredo will implement a full disclosure policy.

MANILA – If Vice President Leni Robredo is elected president, her first executive order would be a full disclosure policy to promote greater transparency in government.

Robredo declared her first executive order will mandate all government offices and instrumentalities to make public all their transactions and contracts “even without the necessity for a request from anyone” during the second episode of the Commission on Elections PiliPinas Debates 2022.

She stated that transparency is one of the most important components in combating corruption, which she claims is caused by both institutional and human flaws. Accountability and human empowerment are the other components.

Other tools for openness she mentioned included adopting a citizen’s charter and automating government services and processes to improve public service delivery.

In terms of citizen empowerment, she emphasized the importance of involving the public in decision-making through establishing people’s councils in local governments and reviving the bottom-up budgeting plan.

Turncoatism is illegal under the law.

In order to enhance the country’s political party system, Robredo believes a law prohibiting political turncoatism should be passed.

She believes that turncoatism, or switching from one political party to another, damages the country’s political party system because some politicians merely utilize parties for “political convenience.”

“Ang nakikita natin na ‘yung mga kandidato ngayon, ‘yung mga tumatakbo hindi na tinitignan kung ano ‘yung mga pinaglalaban ng partido nila hindi na tinitignan kung ano ‘yung mga pinaglalaban ng partido n Political convenience ‘yung sinusunod, parating convenience na lang. She claims that enacting legislation barring turncoatism would force politicians to join parties because they share similar political ideologies and platforms.

Robredo also stated that it was time to debate whether the country’s existing multi-party system should be preserved or the two-party system should be revived.

“However, ang pinaka-punto ko lang, panahon na para debatihan ulit ito para tignan natin ano ba talaga ‘yung pinaka-akma para sa atin,” she remarked.

She proposed holding a runoff election, which is a second election held if the top vote-getter in the first election does not receive the needed percentage of votes in that particular area.
