
The Philippines and Japan condemn the atrocities in Ukraine’s Bucha.
MANILA, Philippines — On Saturday, the Philippine and Japanese governments condemned the civilian killings in Bucha, which were discovered after Russian forces withdrew from the Ukrainian city.
The foreign and defense ministers of Manila and Tokyo made the remarks during their first 2+2 meetings in Tokyo but did not publicly criticize any party for what Ukraine described as a massacre.
Aggression against a United Nations Member State “constitutes a serious violation of international law prohibiting the use of force, and is a grave breach of the UN Charter,” Foreign Secretary Teodoro Locsin Jr., Defense Secretary Delfin Lorenzana, Japanese Foreign Minister Hayashi Yoshimasa, and Japanese Defense Minister Kishi Nobuo said.
They also expressed concern about the “dangerous humanitarian effects of the hostilities, particularly in Bucha.”
After Russian soldiers retreated from Bucha, a tiny town near Kyiv, disturbing photographs emerged last week showing hundreds of executed citizens lying on the streets, some with their hands tied and gunshot wounds on their heads.
The four Asian ministers emphasized that the situation in Ukraine affects both Europe and Asia and that the assault there “threatens the foundation of the world order,” which “does not allow any unilateral modification of internationally recognized borders by force.”
The ministers referenced the Manila Declaration on the Peaceful Settlement of International Disputes from 1982 as justification for de-escalation and an urgent withdrawal of the military from Ukraine.
In the meanwhile, they expressed “grave worry” about the use of nuclear or chemical weapons in armed conflict, stressing that neither the threat nor the use of such weapons can be accepted under any circumstances.
