Why are only 12 senators elected out of a total of 24?
MANILA, Philippines — Some Filipino voters may be perplexed as to why only 12 senators are elected every three years while there are 24 senators present at the start of Congress on the fourth Monday after the elections.
The answer can be found in Article XVIII, Section 2 of the 1987 Constitution’s 27-Section Transitory Provisions, which stipulates that “senators, members of the House of Representatives, and local authorities initially elected under this Constitution shall serve until noon on June 30, 1992.” The first 12 senators elected in 1992 who received the highest number of votes will serve for six years (full-term), while the remaining 12 will serve for three years.”
Half of the 24 senators elected in May 1992 (Nos. 1 to 12) were re-elected till June 30, 1998, while the other half (Nos. 13 to 24) were replaced in the 1995 elections.
The 12 senators elected in May 1995, on the other hand, remained in the Senate for the next six years, until 2001.
Since 1995, a dozen senators have been elected every three years for a six-year term to replace the outgoing 12 members (1998, 2001, 2004, 2007, 2010, 2013, 2016, 2019).
The Transitory Provisions under Section 5 also paved the way for the synchronization of national and local elections by extending the six-year terms of late President Corazon Aquino and Vice President Salvador Laurel, who were elected in the Feb. 7, 1986 snap elections, by six months to noon on June 30, 1992.
The 12 senators who will be elected on May 9 from a field of 64 candidates will serve for six years, or until June 30, 2028.
Senators Sonny Angara, Nancy Binay, Pia Cayetano, Ronald Dela Rosa, Christopher Go, Lito Lapid, Imee Marcos, Koko Pimentel III, Grace Poe, Ramon Revilla Jr., Francis Tolentino, and Cynthia Villar will join the 12 parliamentarians elected in the May 13, 2019 elections.
