Only members and pensioners from places that have been deemed to be in a state of catastrophe are eligible for the emergency loan program, according to clarification provided by the Government Service Insurance System (GSIS) on Friday.

In order to access the calamity fund, a local government unit should first declare a state of calamity, according to Jose Arnulfo Veloso, president and general manager of GSIS.

Only Abra province, which has a total of 5,733 GSIS active members and pensioners, proclaimed a state of calamity when the magnitude 7 earthquake struck Northern Luzon.

“It is crucial that your area was proclaimed to be in a state of calamity and necessary that it was triggered or released. All government workers and pensioners based in the province of Abra are eligible to participate in the state of calamity that has been proclaimed so far in the province “Veloso stated at a press conference.

Veloso said GSIS members and pensioners from regions without a calamity declaration can qualify for a multi-purpose loan.

This year, GSIS has set aside PHP5.4 billion for its emergency lending program.

Members who have an outstanding balance on their emergency loans may borrow up to PHP40,000 to settle that debt while still receiving a PHP20,000 maximum net amount.

GSIS declared that pensioners and individuals without a current emergency loan might apply for a PHP20,000 loan.
