
DBM applauded for approving additional funding for unpaid Covid-19 SRA claims.
The release of PHP1.04 billion in additional funding by the Department of Budget and Management (DBM) to pay the special risk allowance (SRA) of qualified public and private health personnel in the Covid-19 healthcare response was applauded on Tuesday by a party-list lawmaker.
“We gratefully accept the DBM’s decision to provide increased funding for our front-line personnel. We hope that further unused monies are located and sourced to cover the PHP73 billion in late wages that our employees are due, “said Ray Florence Reyes, a representative for the Anakalusugan Partylist, in a news release.
Reyes requested fellow lawmakers at the beginning of September to restore the PHP76 billion in arrears for medical personnel that DBM had cut from the Department of Health’s (DOH) budget.
Reyes pointed out that the National Expenditure Program for Fiscal Year 2023 only included PHP19 billion, which the Health Department claimed would only cover three months’ worth of back pay.
DBM released a total of PHP11.857 billion in funds for the SRA of health personnel between December 2020 and June 2021.
“Our call is starting to pay off, but much more needs to be done. We shall not be silent or stand by while the healthcare system is not given the attention it deserves. We will keep pushing for more health sector funding so concerned departments can act. In the General Appropriations Act of 2023, perhaps, this decision will be expanded and result in better funding, “Says Reyes
The distribution of a Special Allotment Release Order (SARO) to the DOH was authorized on Monday, the DBM reports, by DBM Secretary Amenah Pangandaman.
The extra money will pay 55,211 health professionals with unpaid Covid-19 SRA claims. These workers will receive a grant of PHP 5,000 per month they work during the national emergency.

By addressing concerns with healthcare infrastructure, perks, and job security, he promised to lessen the pay gap between government hospitals and those in the private sector and the uneven distribution of nurses around the nation.
