Senators are in favor of raising the DMW budget for 2023.
Several senators increased their support for the Department of Migrant Workers (DMW) budget, arguing that the new agency needed additional funding to guarantee the implementation of the government’s programs for the nation’s modern-day heroes.
The Department of Budget and Management (DBM) cut PHP281 million in capital expenditures (CAPEX) for the Overseas Workers Welfare Administration (OWWA) from the projected PHP15.2 billion budget. Senator Raffy Tulfo stated he would fight for their inclusion.
Tulfo said that the funds were allocated for constructing OFW centers in the provinces and purchasing cars to transport OFWs to remote locations within the provinces.
“The PHP218 million OWWA budget will be utilized to purchase vehicles and construct OFW centers, but the DBM allocated zero budget (Yung PHP281 million budget ng OWWA ay dapat pambili ng sasakyan, paggawa ng mga gusali),” “During the DBM budget hearing, he remarked.
The OWWA budget should be discussed in the plenary, said senator Loren Legarda, who added that the funding for the agency’s activities depends heavily on it.
Legarda even urged to DMW Secretary Susan “Toots” Ople that the laws and bills backing the department be included and explained in both English and local dialect through DMW social media.
Senators Risa Hontiveros and Joseph Victor “JV” Ejercito declared their support for the DMW budget increase.
The DMW is requesting an additional budget for its capital expenditure for opening its regional offices, which is scheduled for next year.
Regional offices would provide services and cater to OFWs and their families, particularly in the provinces, according to Ople.
She announced that 16 DMW regional offices would open the following year.
“We lack the capital investment necessary to guarantee that each regional office would have a service truck, computers, printers, and other equipment to support our OFWs and their families in each region, Ople stated.
She commended the Senate members, particularly the finance subcommittee, for approving the panel’s first budget of PHP15.2 billion for 2023.
According to Ople, “We welcome the offer of our senators to find methods and means to support and supplement our 2023 budget taking into account the sustainability of our programs and services, including the complete operations of the country’s sole OFW Hospital.”
She said the committee’s acceptance of the agency’s budget allowed it to become a “fully constituted department.”
