Acorda mandates major PNP reform.
The Philippine National Police (PNP) head Gen. Benjamin Acorda Jr. ordered the reorganization of some senior police officers, including the top three and four postings of the force’s leadership group, more than two weeks after taking office as the nation’s 29th top policeman.
Lt. Gen. Michael John Dubria, chairman of the directorial staff, was appointed by Acorda as the PNP’s new deputy chief for operations, succeeding Maj. Gen. Jonnel Estomo, who was transferred to the position of director of the Directorate for Plans.
To take over as chief of the directorial staff, the PNP’s fourth highest position, Maj. Gen. Emmanuel Peralta resigned as chief of the Directorate for Operations (DO).
Maj. Gen. Bernard Banac will take over as the director of the Directorate for Information and Communications Technology Management (DICTM), and Maj. Gen. Valeriano De Leon, who retired on May 7, will be replaced by Estomo at the Directorate for Plans.
Brig. Gen. Leo Francisco, regional director of the Western Visayas Police Region Office (PRO-6), would take Peralta’s place as regional director at DO.
The update became effective on Monday.
Five areas of attention
Acorda unveiled his five-focus strategy, which will direct the police organization toward being a more effective and efficient force, during his first flag ceremony as PNP chief on Monday in Camp Crame.
According to Acorda, his five-point program involves implementing aggressive and ethical law enforcement operations, prioritizing the morale and well-being of police officers, enhancing honesty, developing information and communication technologies, and fostering greater community involvement.
According to Acorda, operations against wanted individuals, criminal gangs, organized and private crime groups, and other threat groups are included in implementing aggressive and honest law enforcement. These operations also include a relentless campaign against illegal drugs, loose firearms, and other illegal weapons.
“I am incredibly honored and grateful to have the opportunity to serve as your new Philippine National Police Chief today. I am reminded of the importance of this occasion and the immense responsibility of running one of the nation’s most prestigious institutions as we assemble for this Monday’s Flag Raising Ceremony, said Acorda.
Following the involvement of multiple police officers, including high-ranking officials, in the alleged illegal drug trade, the PNP is embroiled in a controversy.
According to earlier statements by President Ferdinand R. Marcos Jr., he accepted the resignations of two top police officers out of politeness because of their alleged involvement in unlawful conduct.
Following Abalos’ request to purge the police ranks, the two officials were among the nearly 900 full-fledged police colonels and generals who submitted their polite resignations.
